Elaboração de instrumento para identificação do conhecimento técnico em gestão pública dos conselheiros municipais de saúde do município de Ariquemes/RO

No Brasil, os Conselhos de Saúde apresentam caráter deliberativo nas três esferas de governo, têm uma composição tripartite e são compostos por representantes do governo, prestadores de serviços de saúde, trabalhadores, entre esses, os do setor saúde e de seus usuários. Esses representantes, tem tanto o direito de pautar assuntos como também de votar matérias de deliberação dos respectivos conselhos em especial, a prestação de contas. Nesse contexto, o objetivo deste estudo foi elaborar um instrumento para identificação do conhecimento técnico em gestão pública dos conselheiros municipais de saúde do município de Ariquemes-RO. A pesquisa foi aprovada pelo Comitê de Ética em Pesquisa com Seres Humanos sob CAAE 61227022.9.0000.5498. Em termos metodológicos, a abordagem utilizada possui caráter qualiquantitativo, com revisão na literatura, identificação de instrumentos de medida e realização de entrevistas com uma amostra mão probabilística, selecionada por julgamento e conveniência. Foram 8 participantes sexo masculino, com idade entre 36 e 60 anos, funcionários públicos, sendo cinco professores e três profissionais atuantes em órgãos de fiscalização e controle dos gastos públicos, nas esferas estaduais e municipais. O desenvolvimento questionário seguiu normas metodológicas de construção e adaptação de instrumentos de Alexandre e Coluci (2011) e Coluci (2012). Para as análises foi utilizado o cálculo do Índice de Validade de Conteúdo (IVC), que mede a propогção/porcentagem de juízes que apresentaram concordância sobre determinados aspectos do instrumento. Como resultados, tem-se o instrumento validado, limitando-se ao que foi proposto como discussão no trabalho, podendo sofrer ajustes visando a manutenção de sua aplicabilidade, conforme a necessidade dos pesquisadores ou alterações nas legislações que regem o segmento do controle social da saúde pública. Apesar da importância deste estudo, ele não é generalizável, mas o instrumento ora validado não encerra a discussão. Evidencia-se a importância de conhecimento da legislação para que o serviço de fiscalização, por parte dos conselheiros municipais de saúde, seja eficaz e atenda a sua função social, em especial, sobre o controle dos gastos públicos. Percebe-se a necessidade de conhecimentos em outras áreas, tais como, consumo de material, planejamento estratégico, controle de estoque. Como sugestão de trabalhos futuros indica-se a elaboração de outros instrumentos que visem quantificar o nível de conhecimento dos conselheiros municipais nessas outras áreas ou, até mesmo, a aplicação deste questionário para retratar o nível de conhecimento dos conselheiros de outros municípios.

In Brazil the Health Councils have a deliberative character in the three spheres of government, have a tripartite composition and are made up of government representatives, health service providers, workers, including those in the health sector and its users. These representatives have both the right to discuss matters and also to vote on matters for deliberation by the respective councils, in particular, accountability. In this context, the objective of this study was to develop an instrument to identify the technical knowledge in public management of municipal health councilors in the city of Ariquemes-RO. The research was approved by the Human Research Ethics Committee under CAAE 61227022.9.0000.5498. In methodological terms, the approach used has a qualitative and quantitative nature, with a Iterature review, identification of measuring instruments and interviews with a non-probabilistic sample, selected by judgment and convenience. There were 8 participants, male, aged between 36 and 60 years old, public servants, five of whom were teachers and three professionals working in inspection and control bodies for public spending, at state and municipal levels. The development of the questionnaire followed the methodological standards for constructing and adapting instruments by Alexandre and Coluci (2011) e Coluci (2012). For the analyses, the calculation of the Content Validity Index (CVI) was used, which measures the proportion / percentage of judges who agreed on certain aspects of the instrument. As a result, the instrument has been validated, limiting itself to what was proposed as a discussion in the work, and may undergo adjustments aimed at maintaining its applicability, according to the needs of researchers or changes in the legislation that governs the segment of social control of health, public. Despite the importance of this study, it is not generalizable, but the instrument now validated does not end the discussion. The importance of knowledge of the legislation is evident so that the inspection service, by municipal health councilors, is effective and meets its social function, in particular, regarding the controll of public spending. There is a need for knowledge in other areas, such as material consumption, strategic planning, stock control. As a suggestion for future work, is recommended the development of other instruments that aim to quantify the level of knowledge of municipal councilors in these other areas or, even, the application of this questionnaire to portray the level of knowledge of councilors from other municipalities,
